HorizonOne are excited to be partnering with Icon Water to recruit new team members into their Infrastructure Delivery Group.

About Icon Water

Wholly owned by the ACT Government, Icon Water has delivered essential services to Canberra for over 100 years. While primarily a water and sewerage provider, it also invests in electricity and gas through private partnerships, operating across both government and commercial sectors. Icon Water is focused on sustainability, playing a key role in addressing climate change, protecting the environment, and achieving net zero emissions by 2045.

Serving approximately 190,000 customers, the business manages over $3.2 billion in assets—including dams, treatment plants, reservoirs, and networks of mains and pumps—and generates around $490 million in annual revenue.

As the organisation continues to invest in its project delivery capability, the Integrated Program Management Office (IPMO) provides an enabling function to support project and program delivery across the business.

The Opportunity

The IPMO plays a critical role in supporting the delivery of infrastructure, capital works and strategic programs across Icon Water. As the function continues to mature and expand its support across the organisation, data, reporting and insight have been identified as key areas for investment.

This newly created role is an opportunity to become the go-to data and reporting specialist within the IPMO. Supporting a portfolio of approximately 100 active projects, including major infrastructure programs worth hundreds of millions of dollars, you will help maintain critical reporting while driving a significant uplift in reporting capability, data quality and stakeholder insight.

With a new project management system being implemented, a major pricing review underway and increasing demand for meaningful portfolio reporting, this is an opportunity to make your mark within a growing function while solving complex business and data challenges.
  • Newly created role identified through a capability maturity review
  • Become the go-to data specialist within the IPMO
  • Support reporting across a portfolio of 100+ active projects
  • Significant influence on reporting maturity, capability and business insight
  • Two-year fixed-term contract with potential for long-term
The Role
  • Develop and maintain project, program and portfolio reporting, dashboards and visualisations ensuring data accuracy, integrity and usability
  • Analyse and interpret data from project systems, financial systems and other business sources to generate meaningful insights for decision-makers
  • Partner with stakeholders to understand the business outcomes behind reporting requests and develop reporting solutions that support better decision-making
  • Support the implementation of a new project management information system, including data cleansing, report redevelopment and process improvement activities
  • Drive improvements in reporting maturity, data quality, governance, documentation and reporting processes across the IPMO
  • Leverage tools such as Power BI, DAX, Power Query, M- Code, Power Pivot, Excel and SQL to automate reporting and improve accessibility of information
  • Facilitate and support portfolio, program and project reporting cycles, ensuring reporting requirements are delivered accurately and on time
The Ideal Person

You are an experienced Data Analyst, Reporting Analyst or Business Intelligence professional with strong Power BI capability and experience transforming complex data into meaningful reporting and insights.

You bring strong technical skills across Power BI, DAX, Power Query, M- Code, Power Pivot, Excel and SQL and understand how data supports effective project, program and portfolio decision-making. Whilst experience within a PMO, infrastructure, utilities, engineering or capital projects environment would be highly regarded, strong reporting and analytical capability is more important than direct industry experience.

Comfortable working through ambiguity, you thrive in environments where processes, systems and ways of working are still evolving. You enjoy solving problems, improving how things are done and helping stakeholders move beyond simply producing reports to generating insights that support better business decisions.

Equally important is your ability to engage stakeholders, ask the right questions and understand the business problem behind a reporting request. You can translate technical concepts for non-technical audiences and build trusted relationships across a diverse stakeholder group.

Salary / Rate

This role is being offered as full-time 2-year fixed term engagement with the potential to become permanent.

The salary band starts at $152,273k + 15% Super

This role is based in Canberra, with an expectation of regular attendance in the office to support collaboration. Some flexibility may be available depending on business needs.

In addition to an attractive salary, Icon Water offers, career development opportunities, health and wellbeing initiatives and salary sacrifice options.
